ORDS Fails with oracle.dbtools.common.util.FilePathSyntaxException: / TRAILING_WHITESPACE (Doc ID 2598738.1)

Symptoms

ORDS 19.1 has been configured to run APEX, but is not starting properly. The errors were corrected, including adding the location of the APEX static images to standalone.properties. For example:
standalone.static.path=<DIR>/apex/images


For this example the assumption is that the APEX static directory is in: /home/oracle/apex191/images.
