HTTP Server Fails to Start On Windows, No Error Is Logged And OPMN Status Is Down. (Doc ID 2599680.1)

Symptoms


The Oracle HTTP server is not starting and opmn indicates it failed to start after several attempts.

There are no error messages in the OPMN or OHS log files.

The issue occurred after stopping OHS and trying to restart it.

No Apache or httpd processes are present in Task Manager.
