Self Extraction Failed While Trying To Install Fusion Middleware Infrastructure (Doc ID 2600169.1)

Symptoms


Installation of Fusion Middleware Infrastructure fails.

The error is similar to this,

 

INFO [1] com.oracle.cie.nextgen.launcher.LogUtils - Extracting the installer . . .
SEVERE [1] com.oracle.cie.nextgen.launcher.Launcher - Self extraction to \AppData\Local\Temp\<DIRECTORY>.tmp failed.

The issue can be reproduced at will with the following steps:
1. Download the Fusion Middleware Infrastructure installation file.
2. Install a certified JDK and configure the JAVA_HOME and PATH.
3. Run java -jar <installation_file_name>.jar
