Reports Builder and In-process Server will not start after Installation of 10G (Doc ID 260153.1)

Reports executables like reports builder and in-process server

Reports builder will not come up even though the task manager will show the rwbuilder executable.

The In-process server integrated with OC4J will not start when starting OC4J process with startinst.bat.

When running:

Installed Oracle Developer Suite 10g.
