Upgrade fails for some custom space templates with the below error message while running the upgradeWebCenterPortal command. This issue is specific to Windows environment.
Spaces diagnostic logs shows:

oracle.webcenter.upgrade.framework.exception.UpgradeException: The upgrade process was unable to create a file (F:\Upgrade\upgrade-data\audit-info\upgradeResourceAuditSet-spacetemplate/XX_TEMPLATE.dat) required to persist upgrade data during the upgrade process.
