Symptoms

BI Report or Dashboard (BI task flows) do not show the same locale as WebCenter Portal.  

For example:

When the BI-ADF task flows are configured with English locale and WebCenter Portal is configured with Spanish (or other language) locale, the BI-ADF task flows will keep rendering in English while WebCenter Portal will be rendering in Spanish.

When Both have the same locale there is not issue (BI-ADF task flows configured with English locale and WebCenter Portal configured with English locale).
