404 Error for a Mod_plsql Procedure Called with POST Method, GET Request Works (Doc ID 2603438.1)

Oracle REST Data Services - Version 19.2 and later
Oracle HTTP Server - Version 11.1.1.0.0 to 12.1.3.0.0 [Release Oracle11g to 12c]

Symptoms

Installed ORDS v19.2 without APEX.

GET requests are working fine, however, when a POST request, and "HTTP 404" error is seen in the browser with the following message:

The request could not be mapped to any database. Check the request URL is correct, and that URL to database mappings have been correctly configured.

This simple testing GET procedure test_ords works:

http://<HOST>:<PORT>/ords/name_pkg.test_ords?i_json=123

But POST using below command-line gives "HTTP 404" error.

curl -i -X POST --data-binary @test-payload.json -H "Content-Type: application/json" http://<HOST>:<PORT>/ords/proc1
