Federation User Self-Registration Does Not Work As Documented (Doc ID 2603636.1)

Symptoms

After following the documented steps to configure the federation user self-registration module the feature is not working as expected. For example, running the following wlst commands does not produce any errors but new user registration throws an oracle system error.

putBooleanProperty("/fedserverconfig/userregistrationenabled", "true")
putStringProperty("/fedserverconfig/userregistrationurl","/orahscsso/linkuser")

In the OAM diagnostic log an error similar to the following will occur:
