Symptoms

Database alert log is reporting the WARNING: inbound connection timed out (ORA-3136) when the sqlnet.ora file has the SQLNET.INBOUND_CONNECT_TIMEOUT=120.
However, when it has the SQLNET.INBOUND_CONNECT_TIMEOUT=240,  the connection works fine.
