WebLogic Fails To Start

 SOA Suite 12c, version, installed and running on windows server 2016. It has been running ok for a long time. But it is not starting now. We need help to find the reason and have it fixed. Please let us know what information you need. Thank you for your help!

Following is the message we found in the AdminServer-diagnostic.log
