Capture Set The Time To The Current Time When The Time Is Not Provided

Symptoms
Customer has a date field set to MM/DD/YYYY. When direct committing to WebCenter Content (WCC), it adds the hour/min/sec to the date and shows that in WCC. Customer does not want the hour/min/sec to be indexed in the date field.
If committing to a text file, the date field always shows as mm/dd/yy. Also when the cursor is in the Date Field, the date format will change from mm/dd/yyyy to General Date (i.e. Oct, 3, 2013 9:03:21). When clicking out of the date field it will return to mm/dd/yyyy.
