Symptoms

Able to logon in ServiceManager with user created, but unable to logon in Dist, Admin or Performance Service

2019-10-04T15:00:52.814+1000 WARN | User '<user_name>' is not registered with this service. (Thread 12)
2019-10-04T15:00:52.840+1000 ERROR| SecureStore failed to locate '<user_name>' with '' in '{{ogg:sca:service:all:roles}}'.
                                   SecureStore has not been initialized with security roles. (Thread 8)
