ACTUAL BEHAVIOR

OSB 12.2.1.3, Proxy service with single operation sends request without content headers
customer is experiencing showstoper issue with OSB Proxy services transfering messages with MTOM enabled.
If there is enabled any single operation in the process then final request to backend with MTOM will NOT contains
conntent header:
--MIME_Boundary
Content-Type: application/octet-stream; name=req-sample.xml
Content-Transfer-Encoding: binary
Content-ID:
Content-Disposition: attachment; name="req-sample.xml"; filename="req-sample.xml"
the result is then attachment with zero size on backend.
