Unable To Update Automatic Pool In WFR RTS After VMWare Update (Doc ID 2610564.1)

Goal

When running Windows 2008 R2 on a VMWare machine containing WebCenter Forms Recognition (WFR), the below error occurs:

ODBCad32.exe from (C:\Windows\SysWOW64\odbcad32.exe) URL getting Microsoft ODBC Administrator error (The setup routines for the Oracle in OraOdac11g_home1 ODBC driver could not be loaded due to system error code 126: The specified module could not be found.
(E:\app\odac\product\11.1.0\client_1\SQORAS32.DLL).

Updating VmWare to 10.3.1 causes this issue.

VMWare tools -> 10.2.1 - Works as expected
VMWare tools -> 10.3.1 - Not working
