GoldenGate 12.3.x targets send False/Fake Emails from OEM 13c or GoldenGate Monitor Server (Doc ID 2611047.1)

Symptoms

GoldenGate 12.3.x targets promoted in OEM 13c console or registered with GoldenGate Monitor Server
send false/fake process DOWN emails.

Other symptoms include:
1.  Targets in OEM console -> GoldenGate HomePage show wrong process status (DOWN but UP in ggsci)
2.  Targets in GoldenGate Monitor Server show "grayed out"

$OGGMON_AGENT_INSTANCE_HOME/logs/ogg_agent.log shows:

[com.goldengate.monitor.jagent.comm.ws.ManagerWSApi] [tid: quickUpdates]
[ecid: 0000MjQX^A32zGjSD2Zf4w1T9MJD000006,0] RESTful Web Service is not
available.

 

$OGG_HOME/pmsrvr.log
shows:

2019-09-19T10:41:06.625-0500 ERROR| Database 'RPCOH016' cursor could not be created 22 (Invalid argument) (Thread 8)
2019-09-19T10:41:06.625-0500 ERROR| Error (dirbdb): BDB0102 previous transaction deadlock return not resolved
