Symptoms

In Exalogic Virtual racks, issue of EMOC and OVM Manager BUI Consoles not being accessible is noticed.

EMOC control vservers are UP at the time of the issue. Restarting EMOC control stack does not fix the issue.

When checking the status of EMOC listen port 9443 and OVM listen 7002, we noticed that there is nothing listening on those ports. Below are netstat command outputs which shows no process listening on 9443 and 7002 ports.
