ORA-04063 and ORDS_METADATA Objects Are Invalid After APEX Upgrade

Symptoms
After upgrading Oracle REST Data Services or removing old APEX versions, the following views are in a failed state:
ORDS_METADATA.APEX_SCHEMAS ("ORA-00942: table or view does not exist")
ORDS_METADATA.APEX_WWV_FLOW_POOL_CONFIG
ORDS_METADATA.UNIFIED_POOL_CONFIG
APEX listed as valid in DBA_REGISTRY
ORDS not able to serve API calls due to ORDS_METADATA invalid objects
The following error is also seen in the ORDS log file:
java.sql.SQLException: ORA-04063: view "ORDS_METADATA.UNIFIED_POOL_CONFIG" has errors
at oracle.jdbc.driver.T4CTTIoer11.processError(T4CTTIoer11.java:509)
at oracle.jdbc.driver.T4CTTIoer11.processError(T4CTTIoer11.java:461)
at oracle.jdbc.driver.T4C8Oall.processError(T4C8Oall.java:1104)
