"weblogic.wtc.jatmi.DynamicFldTbl" is Causing File Descriptor Leak Error With "Too many open files"

Symptoms
Upgraded the SOA OSB environment from WLS 11g to 12c that is 12.2.1.3, after upgrade facing "Too many open files", Below exception is seen in server log file:
It is identified that most of the FLDS files(like dciflds, nmflds, rmsflds, rtflds) are opened by OSB Tuxedo transports is not closed and causing file descriptor leak, if run force GC the leaked descriptors goes away.

OSB application upgraded from WLS 11g to 12c that is 12.2.1.3
