Symptoms

Coherence nodes are not detecting each other and forming their own defaultCoherenceCluster. 2 VMs are in OCI cloud in different AD but same subnet. iptables was also disabled on both VMs. Cloud Security Rules have all tcp/udp traffic enabled between 2 VMs.
