Japanese Characters Garbled with Spool Output

Symptoms
Using SQL Developer or SQLcl 19.1 to connect DB 11.2.0.4 or 12c, when run SELECT statement with Japanese characters, the characters show well in standard output within command prompt; however, in the log file of spool output, the characters are all garbled.
