OPatch 13.9.4.2.0 Takes a Long Time to Complete When Applying WebLogic Server PSUs (Doc ID 2615250.1)

Symptoms

Using OPatch 13.9.4.2.0 from the <Patch 28186730> download as instructed from Fusion Middleware / Web Logic Server 12.2.1.3 README file and OPatch <Note 1587524.1>.

The OPatch utility is taking a very long time to apply a recent WLS PSU, with no indication what actions it is taking.

According to the opatch logs, maximum time is spent between these twp steps:
