Moving NFS To NIO fails with tablespace 'USERS' does not exist (Doc ID 2615669.1)

Symptoms

On : 12.2.1.1.0 version, WebCenter Sites

When attempting to move shared filesystem to the database using nioconversion,
the following error occurs.

Caused by: java.sql.SQLSyntaxErrorException: ORA-00959: tablespace 'USERS' does not exist
