Wwv_flow_data_parser Moves Data From 2nd to1st Row in 1st Column (Doc ID 2616236.1)

If one creates a Form from an XMLX file that does include empty/null rows in the beginning of the file, when parsed the first column of the first not null row is moved to the first row.


The data should remain in the row for which it appears in the .xlsx spreadsheet. It should not be moved to the blank / null row.

The issue can be reproduced at will with the following steps:
1. Access APEX Builder as developer
2. Click create -> from a file
3. Select an xlsx file that has empty rows in the beginning
4. Note how the parser moves the first column of the first not null row to row1.
