"Given final block not properly padded" Error Appears Testing Connection with Standalone Agent (Doc ID 2616500.1)

Symptoms

After applying the Bundle Patch 29778645 on an Oracle Data Integrator 12.2.1.3.0 standalone installation and upgrading the repository, when testing the standalone agent the below error appears:
