After replacing the customer-modified 12.2.1.4.0 reports.bat and rwbuilder.bat files with the original 12.2.1.3.0 files from Support's install modified only for customer's paths (MW_HOME and/or DOMAIN_HOME), able to launch Report Builder but it still errors with the following:

REP-00005: Warning: Syntax error at line 1 in global preference file.
Changes
Customer modified files and did not keep a copy of the originals.
