After upgrade WLS PSU from 29016089 to 29814665 Application Fail to Work With TPENOENT Error (Doc ID 2617608.1)

Symptoms

On : 12.2.2 version, After upgrade WLS PSU from 29016089(April 19) to 29814665(July 19), the user of the application cannot login. This totally broke the application functionality. The application sending logon information from Tuxedo send and through WTC to Weblogic side to update database record.

If the PSU patch is rolled back to April 19 then application is working normally.
