Managed Server Health Is Not Reachable (Doc ID 2620586.1)

Symptoms

On OBIEE/WLS 12.2.1.3, Managed Server Health is not reachable when http port is disabled and only https port is enabled for the both Admin and Managed Server. The Managed Server itself seems to be RUNNING and we can access applications on the SSL port deployed on the Managed Server.

In the AdminServer log, we see JMX Connectivity errors like:
