Symptoms
After following the Oracle GG 19 installation documentation, I am unable to launch ggsci.exe on windows at step 2

I ran into the error "ggsci.exe Application ERROR: The application was unable to start correctly (0xc0150002). Click OK to close the application"
to prevent this error, I have copied the required .dll files (libssl-1_1-x64.dll and libcrypto-1_1-x64.dll) manually and installed different versions of Microsoft Visual C++ redistributable files. Still I am unable to launch ggsci.exe.
