Unable to Install WebLogic Apache Plugin on Windows 2016 (Doc ID 2626569.1)

Symptoms

When install the WebLogic 12.2.1.3 plugin on Apache 2.4.x on top of Windows 2016 OS, it failed to start up apache with the error:


Already verified that the module files have been copied to the %APACHE_HOME%/modules folder and the .dll files are also copied to the %APACHE_HOME%/lib folder. Also verified that Microsoft C++ 2015 Redistributable packages are installed as required.
