Capture Server Is Not Accepting Special Characters (Doc ID 2626901.1)

Symptoms

In an environment, a database field has values that contain a non-visible special character.  When Capture performs a database lookup to find the metadata value, it brings back the value stored in the database field, which includes the special character, and displays the special character as an "?".  How can this be corrected?
