Unable To Download Data In Query Builder. Able To Download In SQL Query. Receive Error "nnn" (Doc ID 2627313.1)

Symptoms

In APEX 19.1 trying to download the results of a query from the Query Builder interface results in the error:

Internal Error
Contact your application administrator. Details about this incident are available via debug id <nnn>.

Customer is in SQL Workshop > Utilities > Query Builder where the results of a query are shown.
Clicking on the Download link at the bottom of the page causes the failure.

The problem occurs for any query and is not table specific.

When reviewing the debug output for the failure in Debug Messages, the following is seen:

If the following steps have been performed, the error does not occur:
*  Go to SQL Workshop > Object Browser and select an object that fails (ex. WIA_REG)
*  Click on the Data tab, and click on the Query button.
*  Select the columns and run the query.

The file is created in the downloads folder on the PC.
The problem is specific to the Query Builder interface.
