Frequent Connectivity Issue With Siebel (Doc ID 2627789.1)

Symptoms

While hitting Siebel CRM from OSB, OSB is getting frequent errors like Exception in HttpOutboundMessageContext (OSB-381304) or Generic runtime error (OSB-380000). This issue is happening in both clustered as well as non-clustered environment. CRM team is saying that those requests are not reaching to them although their server is up and running. The issue is happening for connection timeouts of 0 or non-zero values.
