Oracle9ias Single Sign-On Server Status Is Down After Upgrade to iAS 9.0.2.3

This problem can occur on any platform.
Symptoms
After patchset version 9.0.2.3 Oracle9iAS upgrade SSO no longer works.
The EM website shows SSO as down.
No one can login to any SSO applications.
All attempts to login to SSO result in the error:
HTTP error 503 Service Temporarily Unavailable
After enabling SSO debugging the following is found in the orasso.wwsso_log$ table:
get_ls_cofiguration: error NO_DATA in wwsso_ls_configuration_info$
When logging into sqlplus as ORASSO the following query returns 0 rows:
SQL> select * from wwsso_ls_configuration_info$;
When logging into sqlplus as SYS the following query returns 1 row:
SQL> select * from orasso.wwsso_ls_configuration_info$;
