Managed Server Failing With "EmbeddedLDAP:171525" Error loading initial replica file (Doc ID 2630143.1)

Symptoms

After creation of new managed server through weblogic admin console, managed server failing with below error. 
The same issue noticed when the managed server starts through the Weblogic admin console and the manual steps.
