How to Adjust OWSM Logging Levels Without EM (Doc ID 2630286.1)

Goal

The following message is being seen in the Admin Server logs of a Domain:


  java.security.AccessControlException: access denied ("java.lang.RuntimePermission" "oracle.wsm.policymanager.accessor.IRepositoryAccessor" : Access denied. Permission "oracle.wsm.security.PolicyManagerPermission" is required to access the wsm policy manager "UsageTracker" method "recordUsage".>

In an attempt to suppress the error,

Note 2551749.1 - WSM-02084: Access Denied. Permission oracle.wsm.security.PolicyManagerPermission

is being followed.  The note suggests using the EM console to make the logging changes required, but the environment being changed does not have access to the EM Console

What are the options available to make the logging changes without using an EM Console?
