OAM Audit Data not Being Written to audit.log File (Doc ID 2632373.1)

Symptoms

On a system where OAM auditing has been configured and enabled, no data is written to the audit.log bus stop file.  The audit.log file does not exist in the $DOMAIN_HOME/servers/<SERVER_NAME>/logs/auditlogs/OAM/ directory.
