Omniportlet Page Properties Events or Parameters tabs show no events or parameters (Doc ID 263447.1)

Symptoms

When an Omniportlet portlet is added to a Portal page, if the Page Group has Parameters and Events enabled the Page Properties should display the Parameters and Events tabs. 
In the Parameters and Events tabs there is a link for the Omniportlet portlet on the page.
When this link is clicked instead of listing the Omniportlet parameters or events, the message that there are no parameters/events for this portlet is displayed.
