Goal
Per documentation Multiple LDAP servers can be configured in "Location" field in User Identity Store's settings page for the fail-over capability.

In OAM 11.1.2.3, "Test Connection" does not test the failover capability even if multiple LDAP servers are configured for an User Identity store. The "Test Connection" fails when one or any of the LDAP servers is not accessible from the OAM console with the settings in the User Identity Store settings, in other words, "Test Connection" passes when all configured LDAP servers are accessible.
