Net Configuration Assistant Cannot Start in Forms & Reports 12C (Doc ID 2635016.1)

Symptoms

After finishing new installation of Forms & Reports 12c, the Net Configuration Assistant cannot be started.

When starting Net Configuration Assistant from Start menu, nothing happens. There is no response and also no error.

If starting it from command prompt, the following error occurs.

<ORACLE_HOME>\bin>netca.bat
Error: A JNI error has occurred, please check your installation and try again
Exception in thread "main" java.lang.NoClassDefFoundError:
