Accessing Weblogic Console Fails with "Error 503--Service Unavailable"

After applying MLR Patch 30477030 on top of OCT PSU, even though Admin Server is up and running,it throws below error in the server logs and accessing weblogic console Fails with "Error 503--Service Unavailable".
The issue can be reproduced at will with the following steps:
1. Apply OCT PSU
2. Apply Patch 30477030 on top of OCT PSU
3. Start Admin Server
4. Access Weblogic console
