Revoking Entitlement Results In Duplicate Revoke Requests With One Of The Requests Empty (Doc ID 2636321.1)

Symptoms

When revoking a Flat File Entitlement you end up with two revoke Entitlements requests where one is valid and the other has an NULL/empty entitlement name.

For Example:

Revoke Entitlement <ent_name> to <oim user> for Beneficiary <FF account>
Revoke Entitlement <NULL/empty> to <oim user> for Beneficiary <FF account>
