java.lang.NoSuchMethodException While Starting OIM 12.2.1.3 (Doc ID 2636678.1)

Symptoms

On Oracle Identity Manager 12.2.1.3.0 version, the OIM log indicates a problem occurred fetching a requested resource. 

You will see the following error "A problem occurred fetching a requested resource. See logs for more details" when we try to login to identity console after a admin and/or managed server restart in prod only. You may not see any distinct pattern in which this error occurs and happens on some managed server logins, but not all of them.
