FAPPS WCC - Candidate Resumes Cannot be Downloaded (Doc ID 2639018.1)

Symptoms

Getting a 403 error when trying to download files.
On the front end,  when user hovers cursor over the file link, they see a dDocId value for the files are downloadable.  The files that aren't downloadable, have no dDocId. The following message is seen when issue was occurring. "AttachmentsConfig: Public Certificate Map did not contain fingerprint".

A bounce was done and it resolved the issue.  New uploads are downloadable.  The previous upload attempts still show a link in the HCM client app, but the content items aren't found
