Symptoms
On : 12.2.1.2.0 version, BPEL Service Engine
SOA service failing to invoke internally with oracle.fabric.common.PolicyEnforcementException
ERROR

JTA transaction is not in active state.
The transaction became inactive when executing activity "" for instance "3,309,896,066", bpel engine can not proceed further without an active transaction. please debug the invoked subsystem on why the transaction is not in active status. the transaction status is "NO_TRANSACTION".
The reason was The execution of this instance "3309896066" for process "CPRSIntakeErrorsBPEL" is supposed to be in an active jta transaction, the current transaction status is "NO_TRANSACTION", the underlying exception is "Unable to invoke endpoint URI "https://vaww.soaas.fsc.va.gov:443/soa-infra/services/HCPS/CPRSIntake/CPRSIntakeSev" successfully due to: oracle.fabric.common.PolicyEnforcementException: Cluster address must be set when clustering is enabled." .
