Forms does not recognize changes made to a database object using RDBMS version 19C

Symptoms
A form contains code which references a database object, such as a procedure. There is some change made to the procedure which also requires the form code to be changed. However, after the Form code is altered it no longer compiles and results in the PLS-302 or PLS-306 error indicating the call to the procedure is incorrect. The modified code is correct but the changes in the database seem to not be recognized.
Flushing the shared pool of the database resolves the issue. This is accomplished with the following command:
alter system flush shared_pool;
