Installing Oracle HTTP Server version 11.1.1.6.0 32-bit from Oracle Fusion Middleware Web Tier package into Red Hat 6.10 64-bit.
Instance configuration failed during Web Tier Configuration > "Create and Start AS Instance  

Error can be reproduced by running:
 $ORACLE_INSTANCE/bin/opmnctl start
