Special Character (forward slash) Not Returned Properly in SOAP Calls to 12c WCC (Doc ID 2641028.1)

Symptoms

SOAP calls to 12 WCC that use '/' character (forward slash) are not being decoded properly. They are as "&#x2f", instead.

This only occurs for 12C and this specific character: '/'

For example using the backwards slash '\' does not have this issue and the issue does not affect calls to 11G.
