"Scan for client bundles" Button in Enterprise Manager is not Working, Returns Error "<MW_Home>/wccapture/capture/clientbundles/oracle.dc.oitexport.native-win-x86-32.jar is locked by another process, skipping" (Doc ID 2641042.1)

Customer attempted following procedure in knowledge base article below:

Document 2413448.1 - Opening the Capture Client Generates Error "Unable to cache bundle"

When clicking the "Scan for client bundles" button the "oracle.dc.oitexport.native-win-x86-32.jar" bundle does not get added. However that bundle does exist in the "<MW_Home>/wccapture/capture/clientbunldes/" directory.  In the capture managed server log files the following message is found:

<MW_Home>/wccapture/capture/clientbundles/oracle.dc.oitexport.native-win-x86-32.jar is locked by another process, skipping
