APEX Error After Revoke Execute on DBMS_LOB from PUBLIC (Doc ID 2641286.1)

When attempting to attach a document under 15MB,
the following error occurs:

"1 error has occurred
- Document size cannot be greater than 15 MB"

The DBMS_LOB execute privilege was revoked from PUBLIC.
