Symptoms

1. APEX 19.1 development installation using ORDS 19.1
2. Following steps for "2.5.5.2 Enabling the REST Administration Interface"
3. After clicking on "Enable Services" the following error occurs:

ORA-20000: APEX_INSTANCE_ADMIN_USER cannot be REST-enabled.
ORDS.ENABLE_SCHEMA must be called by a DBA.

4. Navigation steps are:

Navigate to Instance Administration>Manage Instance> REST Administration Interface > Enable Service
